 The problem remains with icu @67.1+universal and also affects arm64/x86_64
 builds.

 These types of problems have been discussed in https://unicode-
 org.atlassian.net/browse/ICU-20030.

 There have been several upstream bug reports over the years asking for
 icu-config to be removed; see https://unicode-
 org.atlassian.net/browse/ICU-10464. So we could just remove it.
