 It seemed simpler to just change the deployment target value in a central
 place rather than require everyone to rebuild the main php ports. We might
 want to apply this same fix to MacPorts as a whole until things settle
 down; see #61584.

 The imap extension can't start to build until its dependency cclient is
 fixed to build with Xcode 12+. I'm working on that now.
