Comment:

 The only relevant comment I see says:

 I'm not sure exactly what this is doing, but it sounds like something that
 needs to stay in place for at least one year, since that is how long we
 usually give users to upgrade their ports before transitional arrangements
 (like `replaced_by` stub ports) possibly go away.
