 I checked some other MACOSX_DEPLOYMENT_TARGETS and this is the result on
 MacOS 10.13 with Xcode 10.1:

  * 10.5 works
  * 10.6 failure
  * 10.7 failure
  * 10.8 works

 So you can build python38 with deployment target 10.5 but not 10.6 and not
 10.7. Strange.
