 Adding the line

 build.cmd           gmake
 }}}

 to `Portfile` still produces the same error and in `config.log` this line:

 {{{
 configure:5024: make -f confmf.GNU && cat confinc.out
 }}}

 So it's still `make` and not `gmake` that is building `gtk3`…
