 downgrade to Xcode 11 and/or the Xcode 11 version of the command line

 which is. I've added it to MacPorts now. Does that work as a replacement?
 If so, we can mark detex `replaced_by opendetex` and we can change the
 detex dependency in texlive-bin-extra to opendetex.
