 the issues seems to be

 py39-matplotlib is using libstdc++ (this installation is configured to use
 libc++)
 --->  Found 1 broken port, determining rebuild order

 I don't have access to old OS versions and can't say I understand the
 listcd++/libc++ business. If someone knows how to fix this and can educate
 me or put up a PR I would be happy to try and address this issue.
