 OK, the issue is py-tensorflow requires bazel-3.1 to build, but
 tensorflow-addons which it now requires uses bazel-3.7. A the main tensor
 flow port has to use 3.1, it rejects 3.7, I think the fix is to change the
 adding package to use the same.
