 I think this is caused by recent gcc-devel & libgcc-devel, because I was
 able to build it about one month. When I changed gcc-devel and ligcc-devel
 from 11-20210418 back to 11-20210220, I was able to build OpenBLAS-0.3.14.

 no, this is different from #61700.
