#64256: Can't find ports openssl11 and openssl3

 I'm using the git installation method on Catalina 10.15.7 and half the
 ports I want to install can't because of these missing dependencies. I can
 see them in the github repository.

 I'm also seeing a bunch of these when I sync ports to latest.

 Failed to parse file archivers/ucl/Portfile: can't read
 "universal_possible": no such variable

 "configure.checks.implicit_function_declaration.whitelist-append"
