I'm sorry that you're having trouble building ports universal, but I
cannot let a blanket statement that universal builds are "broken down as
it is" stand. For many, many years, up to macOS 10.13, I kept "+universal"
in my variants.conf and spent many, many hours making fixes to ports to
ensure that they build universal. ppc i386 universal builds are of course
different from x86_64 i386 universal builds, and when you are using
gcc-4.2 that is of course a different compiler from clang which may result
in different problems that need their own fixes.
10.6 was not released for PowerPC; attempting to use a prerelease 10.6 PPC
build may result in encountering other issues nobody else has encountered
that you may need to investigate and submit fixes for, if you're
interested.
If freetype and fontconfig won't build universal (but their library
dependencies do), then sure, you can file tickets for them.
