 Ran into this problem after upgrading directly to 11.2 from Catalina --
 installing/upgrading anything that hit the CPAN mirrors would stop local
 networking from working at all, applications would hang, etc. Uninstalled
 Little Snitch 5.0.4 and the problem is gone, at least for the moment.
