 tcllib: Remove graphviz and tk dependencies

 Remove graphviz and tk dependencies which were added without explanation
 when the port was updated to version 1.8 in 02c939d.

 In the ticket in which the update was submitted, the submitter did not
 suggest adding those dependencies, and the committer did not mention
 adding them.

 tcllib builds fine without them. There is no mention of graphviz or its
 dot or neato programs in the tcllib source code. It would be unexpected
 for tcllib to depend on tk, since there is a separate tklib project for
 library routines that depend on tk.
