 This PR in my testing allows py27-scipy to build and install. It segfaults
 on macOS 11.3-beta in "make test" at around 10% tested ... so, it works to
 some degree & is better than the current state of things. I'm waiting for
 the CI to finish to verify that these tweaks work on 10.15, not just 11.X.
