 I was having the same issue and can confirm that adding
 {{{
 configure.args-append -DCMAKE_BUILD_WITH_INSTALL_RPATH=OFF
 }}}
 to the end of `yubico-piv-tool/Portfile` made the port successfully build
 for me.
