 Hmmm ... yeah I remember seeing this issue early on with ARM64 + x86_64. I
 didn't get this far, so nice job @kencu!

 I wonder if any ports that depend on ICU actually use `icu-config --host`
 for any information? If not then that makes our lives much easier IMHO! If
 so then that's an issue since clearly the host can't be both `aarch64` and
 `x86_64` ...
