 new versions of icu are removing icu-config; at present, it is a default-
 added option, soon to become a default-not-added option:

 So in the near future, we could just disable icu-config completely from
 being installed. For the older icu versions, we could just delete the
 file, once we get there.

 For now, this fixes the arm64/x86_64 inconsistencies.

 I will try the i386/ppc build at some point -- but that version of
 building +universal is pretty much DOA right now unless/until we get a
 cross-compiling gcc going again (which we will need soon enough -- but
 that is another story).
