 Josh, looping you in here for any insights.

 Looks like the fix here is to roll back to a "known good" cctools for
 Tiger, eg. 921, and then rebuild libgcc7. I haven't looked to see if PPC
 is affected.

 The lipo issue stems from some kind of a bug in log2(x) on (at least) i386
 Tiger. That could easily enough be worked around using workarounds that
 were removed > 921, but it is quite possible there could be other subtle
 issues in cctools > 921 that we don't know about yet, so rolling back
 seems safest.
