 libgcc7: revbump to pick up cctools lipo fix

 the version of lipo in cctools-949 generated a few incorrectly-laid-out
 FAT libraries due to an alignment error related to log2 casting.

 This lipo issue was fixed, and now we rebuild libgcc7 to generate
 the new, correctly-made FAT libraries.
