 if base used gnutar with no path set, on older systems at least, it would
 use the first one in the path...then a newer tar would be used just by
 putting a dep on gnutar for extract.

 It's a trivially simple fix that works.

 Or have base look specifically for gnutar in the prefix first, on older
 systems at least, and fall back to /usr/bin/ if that doesn't exist, if
 that feels more reproducible.

 All other fixes seem unlikely to happen to me, but you never know what
 kind of effort people might be motivated to come up with. I won't be doing
 them, but others might get energetic.
