 {{{mod_proxy_html.so}}} is only built if {{{mod_xml2enc.so}}} has been
 enabled. It looks like there was a fallback under apache 2.2.x if
 mod_xml2enc wasn't available. Under apache 2.4.x that doesn't seem to be
 the case. There is no direct way of enabling mod_proxy_html during the
 build process.
