It's just a build tool, no libraries or anything, so there is no need for
it to be universal, in general...

I am experiencing the same problem under MacPorts 2.7.1 on arm64 big Sur.
The +universal option was set by default in a recent update to MacPorts
in: /opt/local/etc/macports/variants.conf
