Per https://trac.macports.org/ticket/62474#comment:23, I'll try again with

xcrun --kill-cache
sudo xcode-select --switch /Library/Developer/CommandLineTools
xcrun --show-sdk-path
/Library/Developer/CommandLineTools/SDKs/MacOSX10.15.sdk

But in the case here, the build works, so I'm not sanguine this will make
a difference.
