 Sorry... I may have mis-spoken from my bad memory...

 What I say above is correct for macOS11(arm), but intel indeed does still
 use clang-9 first

 so yeah, we should either fix clang-(9,10) on macOS11(intel) or remove
 them from the fallback lists above.
