 There is no way to tell MacPorts not to compress manpages.

 MacPorts has been compressing manpages since forever ago, so while it is
 possible other ports are affected by this issue, I suspect it is not
 common.

 I've never heard of soelim before and I don't believe such a thing is part
 of MacPorts base.

 Sounds like the fix is for upstream to make the change you suggested.
