 Due to recent updates of port dependencies, `py3x-pyarrow` ports were
 broken in my setup, and had to be rebuilt from source.

 Unfortunately the build is failing for MacOS 10.13, with a complaint that
 the appropriate `py-numpy` couldn't be found.

 For example, `py38-pyarrow`:
