 It does, because it means anyone who just wants the most recent runtime,
 libgcc, they would have to have installed

 libgcc -> libgcc11 -> libgcc10 -> libgcc9 -> libgcc8 -> .....

 we specifically wanted to avoid that, for what should be the most common
 scenario, which is just needing `libgcc`
