Comment:

 Correct. I have not yet backported the fixes to php5.x that would allow
 them to be compiled with Xcode 12 or later. Either use Xcode 11 or earlier
 (using macOS Catalina or earlier) or use php70 or later. Duplicate of
 #60988.
