 Reviewing the commit history for `grpc`, portgroup `legacy-support-1.1`
 was added as a supplemental commit. However, I've tried building locally
 with that commented out, and the same failures occur.

 I'm quite certain this is a bug in one of our portgroups, given the number
 of changes since 5/1.
