 Yes, the quoting issue was brought up in comment:7.

 We've ruled out upstream's build file, as 1.37.1 built successfully, per
 comment:9. We've even ruled out long shots like `py-setuptools` and
 MacBorts base, per comment:12.

 Whether it's the wrapper that's causing this or not, I don't know. But
 what else could it be...?
