New description:

 The [https://www.sqlite.org/geopoly.html GEOPOLY] extension is an
 interface to the RTREE extension allowing for point in polygon and similar
 querying using 2D polygons.  It is part of the sqlite3 project, with a
 small footprint.

 This can be accomplished by setting `-DSQLITE_ENABLE_GEOPOLY`, see
 attached patch (first time submitter, not sure about the revision #).
 Alternatively, SQLite 3.36.0 will be coming out soon-ish, it could easily
 be applied then.
