 The upgrades he has are quite extensive and developed, and tend to be more
 "revolutionary" than "evolutionary". I think it's been hard for people to
 take on the responsibility for committing them and then handling any
 fallout that might then ensue.

 And there is a certain degree of inertia is a situation where there is
 limited manpower, and "works well enough" seems better than "broken".

 But it just takes a few champions as you have seen to make the needle
 move. It's not always logical.
