 @michaeldd/@cjones, while this is easy enough to work around - either by
 deactivating `py-mkl` beforehand, or building `py-numpy`/`py-scipy` in
 trace mode - neither is a great long-term solution for our users.

 Are you folks able to provide a formal fix for this?
