New description:
On my MacBook Air running mcOS Mojave, I did a fresh install of MacPorts
and then installed speedtest-cli 2.1.3. I then tried to run it and it gave
the following error:

Cannot retrieve speedtest configuration
ERROR: <urlopen error [SSL: CERTIFICATE_VERIFY_FAILED] certificate verify
failed: unable to get local issuer certificate (_ssl.c:1129)>

However, installing and running speedtest-cli via Homebrew (on another
system also running macOS Mojave) does not produce this error. It runs as
expected.
How can I fix this so speedtest-cli will run? Or do I need to wait for an
update?
