 Running `port upgrade outdated` caused openfortivpn to be upgraded from
 1.16.0 to 1.17.1
 After upgrade, config file at /opt/local/etc/openfortivpn/config had been
 overwritten by the default config.template resulting in loss of
 configuration data and loss of access to VPN.
 Expected behaviour: config file should be unchanged after upgrade
