 kubectl-1.21: update the golang.org/x/sys package to fix segfault with
 Go 1.17

 The version of the golang.org/x/sys package that is used by default in
 Kubernetes 1.21.6 segfaults when used with Go 1.17+.  This commit adds a
 pre-build step to update it to the same version used by Kubernetes
 1.22.3 before building to attempt to resolve this.
