 It is supposed to tell macports that the dependent port does not have to
 match the architecture of the port you are trying to build.

 Because no libraries are installed, there is nothing to link against.

 So MacPorts can feel free to install a working binary of a different
 architecture if it is available (eg an x86_64 pandoc on an arm64 system
 that can run it).

 Ideally, this will "just work". Perhaps it does -- I can't test it at
 present.
