 I just updated OpenBLAS-devel, which contains some fixes for detecting
 features on Apple, but this seems to be more related to M1 chips.

 In principle, after attempting to build OpenBLAS, there should be a
 getarch program which determines the CPU characteristics, and especially
 MAX_CPU_NUMBER.
 Just to confirm the issue, would it be possible to post the output of
 running the command:
 {{{
 ./getarch 0
 }}}
 ?
