 lighttpd perl-based tests do not require Apache.

 For at least the 'cgi-env: SCRIPT_NAME' test, subsequent tests which use
 the same script do pass, so this seems like a spurious failure.  Is it
 repeatable and does it fail on exactly the same test?  If you manually run
 the tests, is there anything interesting in the error log?
