 I have this issue too. After I upgraded my M1 Mac Mini last night and did
 the migration stuff, I encountered this problem, but it seems libgcc-devel
 works fine, so I am using libgcc-devel as a temporary solution and waiting
 for the fix for libgcc11 and gcc11.
