Comment (by AP1010):

 This has something to do with OPENSSL_PREFIX env variable. Altering the
 Portfile and setting  OPENSSL_PREFIX=/opt/local/lib/openssl at 1.1 allowed me
 to successfully build p5.28-net-ssleay
