Comment:

 that's weird since the port certainly exists, so there must be something
 with your system.... Please make sure to do a {{{selfupdate}}} and try
 again (also is this a new installation or did you migrate from an earlier
 macOS?). Do you get any output when you do `port info xcircuit`?
