 for Github pull requests.  Either that, or some alternate testing branch
 that can run on the actual buildbots.

 There's a simple solution: Create a 2nd port, `cargo-devel`, and update
 that first. We use that practice extensively elsewhere, and that solves
 this issue once-and-for-all.
