Comment:

 Replaced postgresql 9.6 with 15 in
 95d847a5e3b342f9523d1121bbafe828a85e5dcc.

 Also kept the old variant for the dead python 27 version of the port. Such
 out-of-date software really shouldn't be used if security is considered at
 all.
