 What steps, specifically, do you think the message should suggest? The
 message comes from the libgcc9 port. The libgcc9 port cannot suggest that
 you install OpenBLAS with the +gcc11 variant because the libgcc9 port does
 not know for what reason it was being installed/upgraded.
