 could you check to see if you have the MacOSX10.11.sdk in both or either
 of:

 /Library/Developer/CommandLineTools/SDKs

 and

 /Applications/Xcode.app/Contents/Developer/Platforms/MacOSX.platform/Developer/SDKs/

 I'm not really sure how things would work out if you had it in only one or
 the other place, but not both places.
