 Ken, just an idea: introduce `libcxx-bootstrap` port which is built with
 `-emulatedtls`. After that update dependencies from `port:libcxx` to
 `path:...:libcxx` and use `libcxx-bootstrap` as build dependency for
 `libcxx`.

 I feel that it should be enough to bootstrap `libcxx` with `+emulatedtls`.

 Have I missed something?
