Comment:

 At the moment it looks like this failure is specific to the +universal
 variant. I'll leave it to Josh to puzzle it out, though there are a couple
 other open tickets about problems with python universal variants already.

 If you don't need python39 to have the universal variant, install it
 without that variant.
