 I think this specific change was introduced in [https://joe-
 editor.sourceforge.io/4.1/ joe 4.1] ("Key sequences in the joerc file are
 now UTF-8 coded Unicode") but maybe there are other changes that are
 significant to you too. I see there was a long 6.5 year period between the
 3.7 and 3.8 releases which might include many changes.
