 Thanks for your help.

 I modified the requires.txt locally and then bumped into another issue

 {{{The 'packaging<21.0,>=20.4' distribution was not found and is required
 by poetry}}}

 After modifying the packaging requirement to match an available version I
 was able to successfully run poetry.
